A Windows .exe installer, yes. A Debian .deb, yes. A .tar.gz, ehhh, maybe, if enough people really, really don't have bzip2 (but come on, bzip2 is like 9 years old and available for all major platforms).
I'm sure bzip2 is widely available. Just annoying to have to go find it for this one purpose, if one does not have it, I suspect. Suprising that this was the lone choice, though.
